normal range is 150 - 400 , but you are on chemothearpy mediction , and its a common side effect of cancer medication , but usually platelet less than 20 is consider as risky result 

Is hemoglobin 11.5 is normal ?

11.5 is within normal range according to your medical condition , and its not a cause of concern 

Can you reduce chemothearpy medication doses ?

usually , doctor prescribe a specific dose which is enough to kill the cancerous cells , low doses isnt recommanded unless your medical condition is severe
