Based on what you mentioned i see the following- More than 50% of pregnant females at mid pregnancy have low placenta and it is considered normal at 21 weeks gestation
- High percentage of these females at term will have normal fundal placenta
- Thus based on the above, it is normal to have low placenta at 21 weeks gestation and this no related to medical complications.
- At term, if there is low placenta, it is named placenta previa and there are many types of placenta previa which may be delivered vaginally or by CS according to location and fetus status
