Regarding your question
Based on your father's condition(diabetic,BLoodloss , dementia and cardiac problems it is totally not recommended for him to travel because it is too risky especially for far away distances like united states first our recommendation to be to finish all the investigations required and if traveling is necessary travel to a closer country like england or germany since they are both specialized in GI diseases.
The required investigations for upper GI bleeding are:
1.Upper endoscopy
2.Colonoscopy
3.Capsule endoscopy
4.Balloon-assisted enteroscopy
5.Endoscopic ultrasound
6.Endoscopic retrograde cholangiopancreatography (ERCP)
7.Multiphase CT enterography or magnetic resonance (MR) enterography
8.Angiography

regarding the complication of travelling the most important issue here is the anemia
his Hb level is 8.6 mg/dl and with high altitude in the plane with the long distance , this will aggravate the anemia and might get him into life threatinning complication as: hypovolemia that might cause shock
however if the blood count corrected and all of his vitals are stabilized , you can flight him into the states
but preferably , under medical supervision as if a doctor or nurse supervised his health during the flight
